Executive Director

LaToya Rainey, MBA (2024 – Present) – LaToya Rainey brings a dynamic and results-driven approach to leadership, with a strong background in building and guiding successful client success teams in healthcare and construction technology. She excels in creating customer success strategies, fostering professional growth, and driving customer-centric outcomes. Her leadership, combined with strategic planning and project management skills, ensures Living Water Ministries’ operations align with community needs and organizational goals.

James E. Spann

Board Chairperson

James E. Spann (2019 – Present)– Founder of Living Water Worship Center, Pastor Spann brings over 40 years of ministry experience, pastoral training from Canon Bible College and Seminary, and a strong history of community engagement, including outreach programs and pastoral board service across New Jersey. He is a retired United States Army veteran and retired from the U.S. Postal Service after 35 years.

Dianne Scruggs-Alston

Vice Chairperson

Dianne Scruggs-Alston, R.N. (2022 – Present) – A registered nurse with over 9 years of experience at the V.A. Hospital and extensive experience as a visiting nurse in New Jersey. She has contributed to policy-making with the Division of Youth and Family Services and managed SAGE Inc. Home Health Services for nearly 16 years.

Phyllis McConnell

Secretary/Treasurer

Phyllis McConnell (2023 – Present) – A successful real estate developer managing construction projects across NJ/NY, McConnell also has a background in disability support work and is a licensed cosmetologist. Her expertise in operations management and project oversight strengthens the board’s capacity in organizational and financial management.

Theodore Dwight, Sr.

Board Member

Theodore Dwight, Sr. (2019 – Present) – A retired disabled Vietnam Veteran and former U.S. Postal Service employee of 28 years. Dwight brings a wealth of life experience, discipline, and a veteran’s perspective to the board.
